Updates on the DET/TAFE Restructure28 November 2003LIFELONG LEARNING ANNOUNCEMENTStaff members in DET and TAFE would have received a bulletin from the Director-General of Education and Training and Managing Director of TAFE, Jan McClelland, announcing that structures for the Lifelong Learning component of the restructure will be available on Monday December 1.Jan McClelland has requested that the President and other Senior Officers attend a briefing prior to the scheduled announcement, as has occurred with previous announcements. There will be negotiations at this meeting over some of the positions in the Arts Unit and the Sponsorship Unit (Public Affairs Directorate) which DET has either agreed to save (10), or to discuss further. This victory was discussed in an earlier bulletin today. MANAGING DISPLACED EMPLOYEES POLICYDET has advised it wishes to put its 24 November 2003 draft Managing Displaced Employees Policy (which describes how the restructure will unfold and how positions will be filled in the structure) on the DET intranet on Monday also.Members should note that neither the PSA nor the Teachers Federation have signed off on this document. At this stage we regard it as a DRAFT "without prejudice" document. The PSA has requested a meeting with DET to finalise discussions on this policy. CORPORATE SERVICES RESTRUCTUREThe PSA has already scheduled a PSA delegates and officers working party consultative meeting with DET on their proposal for corporate services on Tuesday December 2. Members who are putting together information, questions and comments on this proposal should continue to do so, and send it to tafe-det@psa.asn.au, as soon as possible.OUTSTANDING ISSUES REGARDING THE RESTRUCTUREA regular quarterly consultative meeting between the PSA President, other senior officers and Jan McClelland is scheduled for the afternoon of Tuesday December 2.The PSA has put on agenda:
In addition, the PSA has already drawn to DET's attention the stress and anxiety caused by the wide circulation of advice concerning letters to non-school based education teaching service officers regarding the end of their temporary appointments and return to school arrangements for 2004. Lastly, some of our members who are temporary employees have been receiving job offer letters from DET and TAFE advising that they will not be eligible for VR or redeployment even if they have 12 months or more employment with DET TAFE. This is contrary to the Premier's Managing Displaced Employees policy. The PSA has requested a meeting with DET to discuss this issue. All of these matters will be reported back to PSA delegates attending the combined DET and TAFE Advisory Groups meeting at PSA house on Friday 05 December 2003. DON'T HELP THEM ABOLISH YOUR JOB!Many members are being asked to come up with ways to help DET and TAFE managements plan to do things differently to deal with the increased workflows and/or decreased staffing levels in the proposed structure. This is like being asked to manufacture a bullet that will be used to shoot yourself or the person next to you.The Steering Committee of PSA delegates moved that in accordance with the agreement between PSA and DET in the IRC, there will be no implementation of the new structures before February 2004 and the PSA recommends that members do nothing to help implement the proposed structure, including planning how to make the new structures function.
