SAS Staff (School) News, October 200525 October 2005New enrolment form - work bans back onThe Department had agreed to provide additional resources to allow the distribution, collection and processing of these new forms. The Department has now reneged on this agreement and has linked the allocation of additional resources to the introduction of the new School Support Officer positions.Accordingly the PSA is re-imposing the ban on the processing of the new enrolment forms. We understand you may be getting pressure from your school to process these forms however the Department needs to understand that they cannot pile more and more work onto SAS staff without additional staff and training. Members are directed not to process the new enrolment forms. Internal advertisement of SAS Staff vacanciesThe process of placing as many Long Term Temps as possible into permanent positions began in October 2004. Due to many mistakes by the Department a second and third round of advertisements were also necessary. Recent discussions with the Department revealed that many vacancies were still outstanding so the PSA agreed to a fourth and hopefully final round of advertisements.Without consultation some of these jobs were placed on the Departments website last week. No hard copy or general notification of the availability of these jobs was provided. There are also a number of inaccuracies regarding who is eligible to apply for these jobs. We have expressed our concern and dismay at the mishandling of this process to the Department and will be raising this issue with the Minister tomorrow. Despite this members are encouraged to apply for these positions if eligible.

DET Recruitment Services Most of the ads are for School Administrative Managers positions open to all permanent staff. There are also some School Administrative Officer and Teachers Aid -Special positions that should be open to Long Term Temps only. However the information on the website states incorrectly that these positions are open to all staff. Please apply if you are eligible and contact the PSA if you have any problems. Establishment of School Support Officer positionsThe PSA has received another proposal on the establishment of the School Support Officer positions. The latest proposal linked the positions to the processing of the new enrolment forms. This proposal has been rejected by the PSA.Firstly the funding for the School Support Officer positions arose from work overload issues over many years prior to the introduction of the new enrolment forms. As background members would be aware that following the review of the work of school assistants and senior school assistants the Department agreed to the implementation of a three grade structure that changed the titles of these positions to the current School Administrative Manager and School Administrative Officer. The Department further agreed to allocate $8 million to introduce the new Grade 1 positions to be known as School Support Officers. Members would also be aware that PSA rejected the Departments last offer regarding the School Support Officers because that tried to sneak in a clause making funding conditional on the administration of first aid. Secondly the Department had agreed to the provision of additional resources to distribute and process the enrolment forms as a one off allocation in addition to the School Support Officers. The Department has been sneaky by now trying to make the $8 million conditional on data entry for the new enrolment forms. These issues are clearly separate and the Department must now stand by their previous agreements with the PSA Teachers Aides And supervision Of studentsMembers may have seen a recent article in The Sun Herald where Catholic schools in the Parramatta and Maitland regions have made the decision to trial the outsourcing of supervision of students in the playground and classes from teachers to teachers' aides. This comes with the agreement of the Independent Education Union, which represents both teaching and non-teaching staff in non-Government schools.This decision does not affect teachers' aides in public schools. As the union representing non-teaching staff in State schools, the PSA stands by its commitment to oppose the direct supervision of students by teachers' aides or any other SAS staff. This report is a clear indication of what would happen if SAS Staff were in the same union as teaching staff. The PSA will continue to fight demarcation applications from the teachers national union the AEU to ensure our members aren't subjected to the same erosion of conditions as our colleagues in the non government sector.
Joint Statement On Role Boundaries In The Provision Of Support At School For Students Requiring Health Care ProceduresAs noted in earlier newsletters, the Joint Statement outlines health care procedures that Teachers Aides Specials may volunteer to undertake and the conditions that must be met before these duties are undertaken. The Department has distributed the Joint Statement to all Principals along with an explanatory memorandum. As the PSA is concerned that not all Teachers Aide (Specials) are being made aware of the agreement, we will shortly be mailing a copy to all TA (Special). Teachers Aide (Special) RegisterThe PSA has had confirmation that DET has now commenced the trial of the Long Term Temporary Teachers Aide (Special) Register across the Illawarra/South Coast region. Members who are long-term temporary teachers aides should be advised that they are now able to formally register their interest in being placed on the Register. In the first instance, you should contact your Principal for an application form. The trial is will run 12 months and will be closely monitored by PSA.
Rights at Work National Day of ActionTuesday 15th November is the National Day of Action, coordinated by the ACTU, as part of the national campaign against the Federal Government's changes to industrial relations legislation. Similar to the July 1 broadcast, there will be a Sky Channel meeting. The main events in Sydney will be at Belmore Park (near Central Station) and Martin Place, but there will be meetings held in a number of venues across metro Sydney and NSW.As for the previous meeting, the majority of SAS staff will be entitled to access flexible working hours, or local arrangements with their school to attend the meeting. National Recognition WeekSchools across the state celebrated National Recognition Week from the 17th - 21st October. PSA President Sue Walsh - on secondment from her position as a School Administrative Manager - visited schools and addressed meetings throughout the Hunter. Sue received lots of positive feedback and stories about school events.
