RTA salaries offer of 15th AprilExecutive, 28 April 2008

The RTA wrote to the PSA on the 15 April with an offer for Salaries in the following terms- 1. Wage increase of 12% over 3 years with the first 4% from the first pay period on or after the 1 July 2008. 2. Negotiated award changes which would have seen a separate RTA salaries award created. The offer also sought to negotiate the replacement of the Crown Employees (RTA Salaried Staff -Conditions of employment)award and replace it with four new conditions awards for four separate salaried staff groups-
This proposal sought the trading off of 6 huge planks of existing award conditions. Items such as sick leave, a draconian absence management policy, access to meal allowances, changes to payment for use of private motor vehicles and attacks on the notice periods for Works Supervisors and Surveillance officers required to work on an ADO and with no penalty payments. 3. The non award changes where in relation to existing Human Resources policies and practices such as entitlements for overnight accommodation, forced retrenchment after 12 months displacement. 4. Additional Award and non-Award changes proposed for specific groups included operating the RTA Call centre 24/7.It also sought to have Motor Registries open from 8am until 8pm Monday to Friday, 9am until 5pm Saturday and Sunday. It will come as no surprise that the PSA response of 22 April flatly rejected the offer and referred the RTA to the PSA's sector-wide salaries claim lodged with the NSW Industrial Relations Commission and further, that any discussions sought should be co-ordinated through the Public Sector Workforce Office.
