DADHC – BANS ON AGENCY STAFF

The bans imposed on the induction and/or engagement of agency staff from 30 April have been amended and will not be enforced until FRIDAY 13 MAY.

In regions (or areas within regions) that have operated without the introduction of agency staff the bans have already been imposed and remain in effect.

Whilst the Association is opposed to the use of agency staff it recognises the need for an additional source of staffing relief as the Department's recruitment strategies have failed to alleviate staff shortages. Consequently full time staff are being required to work excessive amounts of overtime which has serious occupational health and safety implications and is of concern to the Association and the Department.

The Association is committed to eliminating the need for agency staff and has received assurances from the Department that it shares this view.

Following notification to the Department of the proposed bans, the Department entered into immediate negotiations with the Association. Significant progress has been made in establishing guidelines and strict controls in relation to the engagement of agency staff. Additionally, negotiations on recruitment strategies have taken place and agreed processes will result in more DADHC staff being available to fill vacancies.

The decision to delay the introduction of the bans was made by the Executive members of the Departmental Committee to enable all members of the Departmental Committee to consider the outcomes of negotiations on rostering, recruitment and agency staff. The Departmental Committee will meet on Monday 9 May.
